Municipal
Authorities
For
the successful implementation of our Strategic Plan, we
have defined the Rural areas as those that are not covered
by Municipal Authorities in the major urban centres only.
It also covers rural towns and townships such as Levuka,
Navua etc and have the sections listed below to carry out
various functions needed:
1.
ADMINISTRATION
This
unit assists the whole ministry by providing Corporate services
including; creation of policies and strategise, Personnel
matters, Vehicle Management, Boards of Surveys, Insurance,
Information Technology, Training & Post Processing.
2.
ACCOUNTS
The
Accounts Section is responsible for the preparation and
efficient management of the Ministry's budget, including
Expenditure Allocation, Payments; RIE Processing, etc.
3.
INTERNAL AUDIT
Monitors
the systems, processes and utilisation of resources to ensure
these are carried out in accordance with operating rules
and regulations.
4.
DEVELOPMENT
The
Development Services Division provides research, data analysis
and policy advice on rural development programmes. Coordinates
capital budget planning and monitors capital works programmes
undertaken in the four divisions. The Capital Works programmes
include: Grant to Self Help; Upgrading of existing Cane
Access Roads; New Cane Access Roads; maintenance of non-PWD
Roads; Divisional Development Projects; and Rural Housing
Assistance.
5.
RURAL HOUSING UNIT
As the
name itself suggests, assists with the upgrading of the
standard of housing in the rural areas. Their services and
advice include issue of standard drawings, drawings for
individual clients, extensions and bills of quantities for
FNPF applicants as well as self-help assistance for project
papers.
6.
DISTRICT ADMINISTRATION
As the
ministry's link to the rural people, the district administrations
are involved in community capacity building, coordinate
the Development projects like upgrading of rural roads,
upgrading of Cane Access Roads, development of Dalo and
Yaqona Access roads, etc, and other Capital programs in
their respective districts. They also attend to some statutory
functions such as Registration of Births, Deaths & Marriages,
Liquor Licences, act as Third Class Magistrate etc.
